i beleive there are some action hooks?

Yes, it could be hooks or custom templates, I’m not fully familiar with Woocommerce development but please check this https://wordpress.org/plugins/personalize-woocommerce-cart-page/, it’s not our plugin so please check their documentation for feature and usage

The theme only contains styling, few templates and functions to fully blend Woocommerce to the theme design. But main store functionalities remains from Woocommerce, which if you’ll change would require Woocommerce custom development.
