For some reason, the cart area is not visible. I can add to cart for WooCommerce but when I click the cart button, it goes to the homepage. Please let me know how to activate this and where I should look to do so. Also, what is the best instagram plugin to use and insert within the website?

It appears that it is not properly configured, please check this https://docs.woocommerce.com/document/configuring-woocommerce-settings/ under Advanced Settings. And if you have custom code that alters Woocommerce default pages URL then please remove it and test it again.
If the same issue still persists then please provide your admin login credentials in the secure note.
