Where to activate the ICON09 'work' page template?

I’ve seen this page on the demo content, but cannot find where I can find the template to create a number of pages like it.

The URL you shared is a portfolio listing page which will retrieve the portfolio items in the page.

You will need to create a page and change the page template to Portfolio Layout:
