Where are the "Scroll Top Anchor" settings?

Hi there,
I am using X-Theme with the Agency Template (Ethos).
I created a OnePager Menu.
The “Scroll Top Anchor” settings are supposed to be found in Customizer -> Footer - but there is nothing.

What did I miss?

It is moved to Customizer > Miscellaneous.

Thanks.
