It seems to be okay, but one I noticed is that the video is causing some error which may be the cause of what you’re getting. And please remove the custom javascript as it only triggers more error, or simply change it to this

And for clarification, you mean sluggish when scrolling? Try installing a smooth scroll plugin and test it again.

That code didn’t didn’t accomplish what my code accomplished so I had to resort back to my old code. However the smooth scroll seems to help a little

There’s a typo error. I have remove the </script> from the code.
The image still flickers with that code

I think the problem is caused by the usage of the Parallax backgrounds too much in a page that a video is presented also. It is too much processing burden on the browser in my opinion.
To make sure why this is happening the best way is to check the sections one by one. Use the plugin below to duplicate the same page:
That will give you a chance to delete the sections one by one and check the performance. So you will get the section which is causing the none performant effect.
I also suggest that you turn off all Parallax effects and test the case.
Last suggestion, always try to find a trade-off between aesthetic effects and the performance of the page.
