We noticed that when tabbing through the modal navigation element, even though you are able to navigate to the submenu links, tabbing does not display the submenus on the screen.

The Navigation Modal element is mainly for mobile use and in mobile, there is no tabbing action unless you plug in a keyboard which is an entirely different use case to take into account.
The desktop navigation elements like the Navigation Inline works with tabbing so in the desktop / laptop view, do not use the Navigation Modal element if you need tabbing to work.
