Hello!
I am using video file links from Vimeo to add video background layers.
On the current site I am building I can add the video file link to the background and it shows up in the preview. BUT when I save and refresh the preview it does not leave the loading screen. If I then go in via the side bar and remove the video file link the preview comes up again.
Also, the background video does not work on the actual site when viewed as a visitor in a browser.
Any ideas?

Can you share your actual Vimeo link so we can test? If your URL is direct to video, meaning the URL ends in MP4 like https://domain.com/video.mp4, it should work. But, if your video is just a normal Vimeo URL, that will not work. The background video feature requires self-hosted videos.
The video is a video file link.

As I mentioned, it works in the preview when first inserted. But then when I save, it does not work.

While trying to access the MP4 file using the following URL, it shows an error:
https://player.vimeo.com/progressive_redirect/playback/1127498646/rendition/2160p/file.mp4
It appears that the given full URL redirects to another location, which might be causing the issue you’re experiencing.
I’d recommend using a self-hosted video or a direct MP4 URL , as mentioned by my colleague earlier.
