Video Hero Header not playing video

I have created a 10 MB 720p video. I cannot seem to get video to work with the Hero header in Pro version 1.2.7. This is a staging server, so caching is off, things might run a little slow or choppy

I just get a white/transparent background with default header text

I followed this tutorial but my video does not play.

I have tested in the latest versions of FireFox, Chrome, and IE on Windows 10.

Video works when I put it in a revolution slider so I know it is not a codec issue

Please add this code in Appearance > Theme Options > CSS

    height: 100%;
}
