How can I make the video a background for the entire site not just a section etc.?

Hello There,

Thanks for writing in! Regretfully we do not have any feature that you can insert a background video for the entire site. You can only insert a background image which can be set in X > Theme Options > Layout & Design > Background Options. Adding a background video is only possible with the section element.

Ok, I figured it out using simple CSS but how can I make the sections be on top of the -100 z-index?

I used Insert Header Footer by WPBeginner plugin and put the video code in the footer and it worked!
