Validation on localhost issue

i want to change my website so i implement new one
so i want to implement on localhost first and i put the old code and change site on themeco account
but it not working and this mesage came up " Your code is valid but looks like it has already been used on another site. You can revoke and re-assign within your Themeco account. "
and i cannot find the button with the revoke or re-assign please help ^^

To edit the site for your licenses, click on the pencil icon beside the URL like the screenshot below. That’s available in your Account Page under a specific license.

I’d just want to add that our new validation system requires that the URL your validating is exactly the same as what you have set in your licenses page. For more details, see https://theme.co/docs/problems-with-product-validation#location-issues

If your local URL is exactly the same as what you’ve set in the licenses page, please post the URL of your local site in the Secure Note and we’ll check if it’s allowed.

You can find the Secure Note button at the bottom of your posts.
