Validation Failed

I am having issues validating a child theme on one of my sub-sites.
I get this message when attempting to validate my site “Uh oh, we couldn’t check if this license was valid. Details.”
When I click details, I get a blank error message box.
This is the second sub-site (on different multisites) I’ve had this issue with.

Steps I’ve taken:
Verified I am using the latest version of X 5.1
Went through the steps on this article: https://theme.co/apex/forum/t/troubleshooting-validation-connection-issues/201
I am receiving no errors in the php log when attempting to validate and I verified with my hosting provider and they stated “The server can make an outbound connection to community.theme.co” and they verified it with curl.

Any ideas how to get this site validated?

Our server IP changes so please make sure it can contact following IPs:

34.199.208.181
34.205.235.231

We are able to connect to both of those IP’s from the server via port 80

Found the issue.

It looks like Pear install for php 7.1 was not present and this was causing the issue.

I have installed the module and the theme is now able to validate.

Same issue here, but different cause I think, as I have pear installed.
