It seems that there is some IP restriction enabled in your website and that is why I am not able to access the WordPress admin dashboard. I would suggest you check it again and let us know once it is ready to access.

Now that you mention it, I do see I am blocked from time to time when using a VPN
I have it hosted with Kinsta - any ideas on how to figure out what is blocking IP so I can disable it?

I am another staff, it seems that the Jetpack security plugin is not allowing access to the login page. I would suggest you please copy your live site to the staging server and then disable the security plugin so that we can check it without breaking your live site.

Ok here is the new login info for the staging site in a Secure Note
Jetpack has been disabled within the staging site.

Hello John,
If you go to Tools > Site Health > Info > Media Handling, you will see that the File Upload is enabled in your server. A 3rd party plugin may be causing this issue for you. Be advised that this is beyond the scope of our support. This involves the user upload feature which is not the normal WordPress feature.
You may need to contact the creators of the 3rd party plugin you have installed for further assistance.
