Updating from 4.6.4 X to Pro...better to do it directly or to update to latest version of X first?

The coversion page says the following. Does that mean if you’re on 4.6.4, you can directly update to Pro?

Before You Update to Pro
As with any upgrade you should first test the process on a staging/development environment and not your live site. If you aren’t upgrading from X 4.6.4, you should first update to the latest version of X and then proceed to update to Pro.

I am trying to decide the best upgrade/conversion route.
