Under Construction Broke after Pro V.2.1.3 Update

I just updated from Pro v.2.0.4 to 2.1.3 and it broke the bundled Under Construction plugin.

Prior to updating I turned off caching on my server and CloudFlare.

Now the Under Construction displays but the background color is a very light gray, when it should be #34495e, a purply blue color. The correct color shows under the UC settings. I have tried multiple times to delete and re-add the correct color, deactivate/reactive UC, delete the color, save, then re-add and save again. All with caches turned off. Still the light gray background color remains.
