I’m using ver 4.2.3 (latest) but Unable to Drag & Drop Elements in Cornerstone. It won’t ‘stick’ when I drag it in.

This could be caused be a number of things. First of all, we need to eliminate the most obvious causes. I know you said that you’re using the latest version of Cornerstone, but are you also on the latest version of X?
It could also be caused by a plugin conflict, amongst other things. Please check out this troubleshooting article here and follow the instructions for the following sections (where appropriate):
- Testing for Plugin Conflict
- Theme Update
- Child Theme
- CSS/JS Customization
- Increasing PHP Memory Limit
- Disabling Cache
- Disabling CDN
If after trying all of the above things you are still experiencing problems, please reply below, including login details to your site in a secure note, so that we can investigate further. You can add a secure note by clicking on the key icon underneath your post and then entering the details into the modal that appears. This way, the information will only be seen by you and us.

I believe I tried everything you suggested, but it still not resolved.
i do get a "conflict message on the screen.(attached screenshot)

Please be aware that you can only edit the Home, Why Us and Contact Us page. You cannot edit the Tech Notes and News page because it will just give you an error: No suitable preview area found . This is also the error when you will edit your Posts Page or blog index and any of your archive pages. Even if you are usign the default WordPress Editor, still, you cannot edit theses pages.
You can only edit normal pages. Any page that uses Layout- Portfolio page template, the blog index or archive pages cannot be edited because these pages will display contents dynamically.
If you want to tweak the page that uses the Layout - Portfolio page template, kindly go to X > Theme Options > Portfolio. You can also go to X > Theme Options > Blog to tweak the blog index and archive pages.
Hope this explains the issue briefly.
