Unable to change Font Manager, content font size settings

When I disable the Font Manager, it does not work. When I return to the form it is enabled again. Also, when disabling, the option’s background color does not change like they usually do. Probably related.

I can’t save the content font size either, it is always blank on reload. And why is it labeled REM when I specified I want to use em right above it?

Maybe it doesn’t save and you thought it was saved, hence, reloading it just display it the same. Would you mind providing your site’s URL and login credentials on a secure note? I like to test it too and gather information.
