i’m not getting the ability to add an image to this section… some of the sections on the page have the image options.

Thank you for the screen-cast, User Preferences is under X > Settings (not X > Cornerstone)
Regarding the background-image issue, Classic Column does not offer a background-image option as we can see on your screen-cast. The Section does.
Pay attention to breadcrumbs to see what element you’re inspecting
The background-image option is in the Section, since its the column that is being selected when you click it. You can inspect the Section by clicking the magnifying glass icon that is associated with it instead.
