Could you provide us a little more information on your hosting environment and how you set things up? For example, is it a shared host, VPN, et cetera? Do you use some sort of setup script for your WP installations like Fantastico, or do you do it all yourself manually? Does your host have any restrictions on your account? It’d be great if you could consult your host as well and see if they can provide any information on this error. Let us know how this goes.
