Transparent Backgrounds not showing in Chrome

I have added a transparent background to two elements on my homepage and they aren’t showing up on Chrome Browser.
As you can see in Firefox they show perfectly: https://www.screencast.com/t/FM6cHzOcDi
But when viewed on Chrome Browser it looks like this: https://www.screencast.com/t/OPnxfEKp0f I highlighted the areas of question on the second screenshot.

I am entering in the STYLE section of the image options in Cornerstone: background: rgb(245,245,245,0.3);

and in the Custom Headline STYLE section: background: rgb(0,0,0,0.6);

What can I do to make these show up as a background in the Chrome Browser?

Hello There,

Thank you for the detailed post information. Regretfully your inline css is incorrect. You should be using this instead:

background: rgba(245,245,245,0.3);

and

background: rgba(0,0,0,0.6);
