I would like to release ownership of a license so that my client can create an account and claim it. Please advise on how to proceed.

To release the ownership, please go to your APEX account and manage your licenses (https://theme.co/apex/licenses).
You will need to unlock the license so that it can be register by the client as a new APEX account.
