The ability to customize the top bar is not in the customization area.
In the Header section, there is a topbar toggle, but it doesn’t show any of the current topbar content.
I would like to remove some of the items in there as well as not show it to all users.

You should be able to find the options in Theme Options > Header > Header Widget Areas and you could set the contents of the widget areas in Appearance > Widgets.
