I tried creating a fullscreen modal in convert plus, but i can configure it to display only AFTER the home page loads. I would like for it to load before the home page.

Regretfully, there is no such option at the moment. It would require custom development I would suggest you consult a developer who can assist you with your concern.
You can try by adding a landing page and after a specified time it will be redirect to the Home page. You can use Shortcode Redirect to redirect to a specific page after a span of time. Please note that we have not tested this plugin with our theme.
