There's a duplicate scrollbar on the homepage

I can’t tell why it’s triggering but when I view the homepage of this site: http://3799f3aa.ngrok.io/ it’s showing two scroll bars on the right side. I don’t see it happening on any other page. What piece should I update or change to turn the second one off?
