Thanks for writing to us.

It seems that the URLs are not fully replaced while moving the site from staging to productions and that causes the Mixed Content issue [ HTTP and HTTPS ] that is causing the issue.

I would suggest you replace the URL properly and check this again, there are many URL replacement Plugins available in WordPress which help you to replace the URL.

Also, remember that the exact URL should be mentioned in Setting > General, WordPress Address and Site URL, including the protocol i.e HTTP/HTTPS.

The thing is the site was never moved or staged. why is this issue happening? the url plugin is not even working

It might be due to moving the site from HTTP to HTTPS URL that causes mixed content. As I have suggested you must search and replace the HTTP with HTTPS URL. You can use the plugin for search and replace.
