Theme X double language

Hello,

regarding swedesail.de

As you can see, the page is currently in English. It would like to have a bi-language website with a language selector button at the right end of the header (Deutsch/English).

Primary language shall by German, second language English.

What would be the budget if you choose a reliable, trouble free plugin working well with Theme X, install it, configurate it (add the buttons and installing the pages)?

I would then put in the content myself.

I recommend you to use the WPML plugin:

WPML - The WordPress Multilingual Plugin

X includes built-in integration with WPML and works flawlessly straight out of the box, if you already have WPML installed, you can read about translating a theme with WPML here.
