I currently use my theme license on my own live website and I would like to know if I need to purchase a whole other license just to test out the new features on a local server.

Purchasing a separate license to use for the local site is not necessary. You may attach a live site and a staging/development site for each license.
If you go to your licenses page, you will see two URL fields for each license:
Under the Site’s column, you can see a field for the Production site and the Staging site. You just need to assign the URL of the local install to the staging field and use the license to validate the local/staging site.
This process would require you to setup a VirtualHost locally so that you will get to validate the local site.
