Template don't load up

I saved a template called Header Page. I can see it in my Template Library. However, when I actually want to insert it - I am unable to select it.

I cleared caches in Cornerstone and Chrome. Still doesn’t work.

Could you please take me step by step like a dummy that I am thank you. Please use screenshots.
