Submenu dropdown in left header inline navigation not working

My submenu dropdown on one of my subpages is not working. Dropdown works on other headers in the site, just not on this header.
I have tried deactivating all plugins and this did not change anything. I have tried to change the z index and made sure content scrolling was turned off. Are there any other troubleshooting tips I can try?
Thanks!

http://jeffersongap.org/market/ is the page that is not showing the dropdown menu.

I figured it out. I had a second bar below that was covering the dropdown. I changed the z-index of bar 2 to 1000 and it is working now!
