Sub menu not working for me :( help

hi, support,

I am following this link to get this thing submenu work but I couldn’t

attached is the screenshot

I have cleared all the cache and my credential attached

Thank you for writing in, what is that bar 1 is for? It looks like its covering the bar 3. Please remove that bar 1

And turn OFF the Content Scrolling option of bar 3.

Thank you so much. Could you also let me know where can I change the background colour and text colour on the sub menu also please support.
