Sticky navigation inserted into content (not header)

Hi there,

I’m trying to create two tiers of navigation. One primary ‘one page’ navigation at the top of the page (sticky), and a secondary navigation for a sub section of the home page that appears in line with the content, and sticks below the primary navigation in the header once reached.

I can see how to create two sticky inline navigation bars in the header element (easy enough), but I can’t see how to make an inline navigation element inserted into the content to be sticky.

Has nobody attempted to do this? It’s such a common UX pattern that I’m surprised it’s not been solved in X.
