I’ve used the X theme many times and I’ve never had this problem. Any advice?

Thank you for the very detailed information. I have checked your homepage and it seems weird because you are using Blank - No Container | Header, Footer page template, and yet there is no footer in it. It is as if the footer is not loading or missing. To better assist you with your issue, kindly provide us access to your site so that we can check your settings. Please create a secure note with the following info:
– Link to your site
– WP login URL
– WP username
– WP password
– WP Administrator Role

The reason of the double scrolling on your homepage is the contact section, I added some padding bottom to the section and the double scrolling is now fixed.
