I’m trying to achieve an effect where the top section of a page stays in place, and the text and additional content scroll. See this page for the effect I’m wanting:

I have the top section set as an image, and spacing achieved by adjusting the column. Text element is on top of it all. I have tried to set the image to parallax, and it seems to work momentarily, then the image resizes and the effect is lost.
What am I missing? Thanks in advance for any help you can provide!
