Static 2nd footer

I’m not sure what to call this but i have a footer:

but I would also like to include a 2nd footer that shows up on all the pages for a mailing list sign up. Here’s an example: Is there an easy way to do this?

I have checked your website and found that you are already using the custom footer, so you can add another Bar and add the elements that require to get the design.
