Hi can you advise on how we can publish an under construction page for the live site and then give a client the link to a staged site until we are complete? Everything is live as of right now, but we don’t want to lose any of the content that has already been worked on.

A bit confusing question but let me try and address. If you are looking to activate under construction page on a live website then you can use the under Construction plugin that comes with X Theme which can be installed from X > Validation > Extension.
This part is a bit confusing. As you have live website and you are looking to give client link to staging website. That means you are looking to copy the website to a staging server. If that is the case then you can take a look at following article to setup staging server.
You can create staging server and then share the details to client. Another option is to create a new user account with limited permission from Users > Add New and then share the details with the client, so that you won’t have to create a staging server and client can also check the live website but won’t have the permission to make changes.
