Hi, whats the best way to create a stacked footer like in the image below?

Thanks for reaching out.

They are inline footer widgets which can be enable by setting the footer widget columns. Please go to Theme Options > Footer > FOOTER WIDGET AREAS and set the number of columns. Then please go to Admin > Appearance > Widgets and add your widgets to Footer sidebars.

I think those are menu widget, please check this https://www.wpbeginner.com/beginners-guide/how-to-add-navigation-menu-in-wordpress-beginners-guide/ under Adding Navigation Menus in Sidebars and Other Widget Ready Areas
