Spacing menu items effects menu rollover size?

I have a horizontal menu with menu items which I would like equally spaced across (between red lines sown in screenshot below).

I have experimented with various options in the header builder and found by selecting Layout : column in the flex layout option does what I want, but effects the rollover and making it smaller shown in red frame below?

I’d like the rollover to be as top screenshot, but spaced as bottom screenshot, can you advise, I am struggling.

Hello Ashley,

Thank you for the very detailed post information. To achieve the rollover effect, you may need to edit your header and in your navigation inline element, you may need to add some paddings around the parent menu items to make it the same height of your bar height.
