Smooth Scroll to Anchor Issue

On Chrome 75 for Windows 10.

My smooth scroll on Windows isn’t behaving the same as it does on Apple OS. On Windows, the scroll isn’t accounting for the sticky nav header.

The URL is in a secure note. Is there any reason that Windows wouldn’t account for that header area?

I think this is a bug in Windows 10 / Chrome 75.
Windows 10 / Chrome 76 doesn’t have the issue.
Windows 10 and Edge / FireFox doesn’t have the issue.

Unless there’s a none work around for Windows 10 / Chrome 75 regrading anchors and sticky headers.

It seems to be working on my end Windows 10 and Chrome 75. To make sure, I compared it on my Firefox and Edge on the same Windows 10 and it works the same. I clicked the anchor and it landed to the second section, then I loaded the page by visiting the URL with anchor and it landed on the second section too.

Would you mind providing a video recording of what you’re seeing? Linking may have a varying effect depending on the loading speed of the page and its resources so we might get different results.
