When duplicating a Global Block, the “Global Block CSS” does not copy over.

If you are talking about Element CSS, that is working fine in my setup.
Not sure which CSS you are talking about. Can you please post a screenshot of your issue or you can provide your website details so that we can have a look.
Before that make sure you checked this following.

Clear all caches including browser cache then deactivate your caching plugins and other optimization plugins.

If you’re using a CDN, please clear the CDN’s cache and disable optimization services.

Test for a plugin conflict. You can do this by deactivating all third party plugins, and seeing if the problem remains. If it’s fixed, you’ll know a plugin caused the problem, and you can narrow down which one by reactivating them one at a time.

Remove custom CSS, Javascript and templates.

Set it as Secure Note
- Link to your site
- WordPress Admin username / password
- FTP credentials
