Semi-transparent color layer over background-image?

I’m trying to put a dark semi-transparent layer over my header but linear gradient doesn’t seem to work. Does anyone know how to achieve this?

I am referring to the header section, however, I managed to get the layer on photoshop and then added the new image to WordPress. A bit more work to do but it works

Set the Section’s padding to 0, and turn off the Row’s Columns Container option if you need the overlay color to cover the entire background-image.
