Sections reflow Side by Side on Live Page

This is definitely weird. I have two sections on the page that are flowing side by side on the live page. Sections 3 has a one column row with text and vid elements. Section 4 has a two column row. If I take section 4 and put it above section 3, there are no issues. But I need section 3 to be above section 4.
