Section missing options

Hello!

When I create a new section, I do not get the options for image in the background and parallax like are offered in the pre-made sections. The pre-made sections do not offer the ability to choose the layout as offered when creating a new section. Please tell me how to activate the sections like are offered in the pre-made sections.
