i would like to display a secondary blog below the standard title. on blog posts and blog index. how could this be done please?

If you are talking about the main blog header you can achieve the subtitle functionality by going to X > Launch > Options > {NAME OF TEH STACK YOU ARE USING} > Blog Header.
If you enable that option you can set title and subtitle for your main blog"
Regretfully it is not possible to do so for the individual blog posts, that will need intensive custom development which is out of our support scope.
