How do I do this effect, check out this website, it’s another web, designer, and they put the website portfolio and some kind of frame where you can scroll the design.

If you’re referring to the small sections that display websites and include a scrollbar, it appears that these sections are showing images inside containers with custom CSS applied — specifically using set height, width, and overflow properties to enable scrolling.
