Scroll to a particular page of from header

Dear Sir/Madam,
I have created a home page header for my website. I wanted to use the Scroll Prompt from the header to a particular section of my page. But I don’t know how to set this up. On my home page at http://www.southwestgreenlightforum.com, I want users to click on the explore to move straight to the section that says How to get involved in the Change?

Need help with this please.

To accomplish what you have in mind, please edit the page and click the section. You need to add a section ID how-to.

And then your link href should be #how-to.
