Scroll range "sticks"

One of my client sites (link in secure note) seems to “stick” as you scroll. You can see the scrollbar as you scroll up and down, the browsers seems to think it’s at the top or bottom of the page, and then will “render” the out of site portion, so the scroll is never smooth. It always stutters by sticking as you scroll for a split second before continuing. I disabled all the on scroll transform effects that were part of the template section, hoping that would resolve the issue but it doesn’t. I can’t seem to find any other reason why it’s doing this.

I would suggest you please go to the page and set the Section element Overflow as Hidden to get rid of the scrolling issue.
