After the homepage loads, the scroll seems to lock to the top when attempting to scroll down the page of my site. You have to scroll a few times to get it to move. Once you get down to the footer, it seems to lock again, requiring multiple scrolls to get it to move back up. I have deactivated all plugins and the problem persists. The issues is evident in Chrome and Safari, although a little different in each.

The scrolling issue occurs due to the second scrollbar appearing on your website. Please remember that the double scrollbar appears only if some of the element is taller or similar in height to its container. In your case, the footer Bar height is set to 1px and that is why the problem occurs. I would suggest you set it to the Auto to get rid of this issue.
