Are you able to save the element settings of a column? Example: I have a 3 column layout and I want all of the columns to have the same layout (padding, border, margins, etc. )
No, that’s not possible yet. However I think that will be possible with the new Template Manager launch - beta will start this/next week. 
It is possible but it requires a combination of CSS / JavaScript. What did you have in mind?
