I’m trying to position the background on a slider and the usual options are for some reason not available to me.
Other sliders have those options, but not this one. I’m not sure why.

Thank you for the screenshot for comparison.
On those background where other background options is missing, make sure that Ken Burns option is OFF. Once Ken Burns is set to ON, those background settings are gone from Source Settings tab because it is now controlled under Ken Burns.
