Responsive Website, Cant find toggles in section / row

Hi,

From previous Cornerstone demos I think we should be seeing “Hide this section/row from mobile, tablet, others” option, but it doesnt seem to be there? Would like to ask if there is a better way, if duplicating the site and dedicating the duplicate to mobile is better than just one site that is fully responsive? Thanks
