Responsive Line With Icons

Hello Support Team,

I would like to know if it is possible to build the below picture. I mostly have problems with the line that has the icons on top. Especially concerning the responsiveness of the website I have no idea how to tackle the problem.
Could you give me some step by step guidance? That would be great!
